Administrative Judiciary
A set of procedures, orders, and decisions made by the competent authority to maintain the general administrative order of the state with its three indicators: (security, health, and tranquillity ). It can be defined as the legal framework in which public administration operates. The administrative courts in the State Council consist of several circuits with multiple jurisdictions, as follows:
First Circuit Public Rights and Freedoms | Specializes in disputes related to public rights and freedoms. |
Second Circuit Syndicates and Associations | This circuit handles disputes concerning professional and labor unions, as well as other syndicates, federations of chambers of industry or commerce, and similar organizations. |
Third Circuit Licenses | This circuit has jurisdiction over disputes related to the New Urban Communities Authority and all disputes concerning lands and housing under the authority and its various agencies. |
Fourth Circuit Taxes and Fees | This circuit deals with disputes related to the tax on built real estate, agricultural land tax, customs duties and fees, and the general sales tax. |
Fifth Circuit Construction and Urban Planning | This circuit handles disputes related to the provisions of laws regulating construction and disputes over their respective licenses. |
Sixth Circuit Education | This circuit has jurisdiction over disputes concerning students in schools, institutes, and various universities, including Al-Azhar institutes. |

Eighth Circuit Objective Compensation | This circuit handles disputes related to claims for compensation for all disputes of individuals or employees whose administrative disputes fall within the jurisdiction of the Court of Cassation. |

Tenth Circuit Civil Servants | This circuit has jurisdiction over disputes related to requests to revoke decisions regarding appointments, promotions, transfers, secondments, termination of service, performance reports, and referrals to retirement for civil servants subject to the provisions of the law. |
